Finally, to address the many concerns we have heard from owners about the rookie salary scale, we propose the following:

  • Going forward (including this off-season), all players must be promoted in the off-season  immediately following the year in which they reach a career 130 AB/50 IP.  
  • Promoted players receive a $500K/4 year contract.  Existing player’s contract values will not be impacted.
  • The ICE rule is being eliminated.  Instead, players will be extended an a process that simulates MLB’s arbitration process.  All players on their initial rookie contract, including those currently on $250K contracts, will be affected by this rule.
    • At the end of a player’s 3rd year on their rookie contract, the team can bring that player to arbitration to extend their rookie contract.  Arbitration salaries are on a set scale based on the player’s performance the previous year.  Specifically, we will be using WAR from baseball-reference to establish the player’s relative value.

In each of the two years following year 4, teams have the option of retaining their remaining arbitration-eligible rookie players.  Should you choose to keep the player, which is not required to be eligible for the HTD, their salary will be adjusted by the following table based upon WAR from baseball-reference.
